Poor and desperate people have the "advantage" that their soldiers do not have great value to them. On the other hand, our industrial nations build ever bigger and more expensive equipment to keep their own soldiers out of any direct contact, and political implications. Because of this, modern armies tend to give up a lot of ground in order to produce great density and security in a small area. To do this, and still remaining flexible and omni-present, is a very difficult task. Still, a whole number of bismarcks would have to be sunk to change this thought.

This concentration of force on a small area creates mass and security, but it makes our tactics easily calculable too, and only a small area will be protected with a great density of manpower and technology.

There is a second factor i think, soldiers should not be kept too safely or they will feel idle. If you keep them out of harms way too effectively, they will feel cheated and this will never increase their fighting strength a bit. And it also explains the great sense of adventure such a "pirate hunt" impresses on every foot soldier. A lot of guys would happily give up some of their safety for a little bit of nice and meaningfull adventure. In a small boat. We live in times of miniaturization, after all, yet the soldier's love for challenges will by nature never change.
